Definition of Terms
- Home Care Services Consumer Protection Act (HCSCPA) – provides for the licensure of Home Care Organizations and registration of Home Care Aides
- Home Care Aide Registry – is an Internet Website of registered Home Care Aides and Home Care Aide applicants that is established by California Department of Social Services
- Home Care – an option allowing older adults a choice to age at home with specified level of care
- Home Care Services – are non-medical services provided by a registered Home Care Aide to a consumer
- Home Care Organization (HCO) – is an entity that arranges for home care services by an Affiliated Home Care Aide to a consumer
- Home Health Agency (HHA) – a registry of skilled medical services
- Home Care Aide (HCA) – new job title for caregivers
- Registered HCA Number – personal identification number of registered Home Care Aide
- Affiliated Home Care Aide – is employed by a Home Care Organization to provide home care services to a consumer and is listed in the Home Care Registry
- Independent Home Care Aide – is not employed by a Home Care Organization however can be listed in the Home Care Registry and provide home care services to consumers
- Home Care Aide Number – issued to a registered Home Care Aide
- Live Scan or Finger Print – digitalized background check of an individual sent to DOJ/FBI
- TB Screening – screening test used to screen people who are at high risk for TB exposure
- HCA Compliance Training – mandatory five (5) hours entry level training to all Home Care Aides before providing services to consumers
- First Aid – assistance given to any person suffering from sudden illness or injury
- Cardiopulmonary Resuscitation (CPR) – life saving medical procedure for cardiac arrest
- Consumer Directed Care – is a way of delivering care that gives consumers choice and flexibility
- Consumers – are elderly clients or family members in search of home care services
- California Department of Social Services (CDSS) – oversees the licensing of Home Care Organizations and updates registry of Home Care Aides
- Health and Safety Code – directives from Home Care Services Consumer Protection Act
- Activities of Daily Living (ADL) – adult daily self-care activities
- Assistance on Activities of Daily Living (AADL) – routine physical assistance provided by Home Care Aides
- Home Care Services Bureau (HCSB) – responsible for licensing of HCO’s, processing applications, receiving and responding to complaints
- Ombudsman – government agency that investigates elder abuse
- Enforcement – penalties enforced to HCO and HCA in violation of Health and Safety Codes
